Martin Galstyan on Central Banking in Armenia

Martin Galstyan, Governor of the Central Bank of Armenia, explores leadership, resilience, and Armenia’s evolving economic and technology landscape in the newest episode of Banking on Success. Read on for his insights!

Resilience Shaped by Experience

Galstyan’s leadership perspective is rooted in his formative years. As a teenager, he experienced the devastating 1988 earthquake in Armenia, the collapse of the Soviet Union, and war with neighboring Azerbaijan. For several years, basic services including gas, electricity, and hot water were unavailable. These circumstances built resilience, he explains, and the ability to adapt, negotiate, and make decisions under pressure.

He also emphasizes the value of social interaction across different backgrounds. Growing up, he attended school with children from academic and working-class families. Such daily interaction helps develop the skills needed for life and leadership: listening, disagreeing constructively, negotiating, and finding common ground.

Today, Galstyan sees a risk of societies becoming more fragmented as educational and social environments become increasingly separated. The resulting loss of social capital and meaningful interaction across groups is, in his view, one of the most significant long-term challenges facing societies.

Three professionally dressed adults stand together against a solid green backdrop. The man in the center wears a brown blazer and white shirt, flanked by two women in smart business attire. One woman has long blonde hair and a dark blazer with white pants, while the other has dark hair, glasses, and a navy blazer with a light skirt. They pose confidently, suggesting a corporate or executive team portrait.

From Analysis to Accountability

Galstyan moved from research into policymaking because he wanted to translate economic ideas into real-world impact. Research provides room for experimentation, he observed. Policymaking requires accountability, execution, and the willingness to make decisions when there is no perfect answer.

He became governor of the Central Bank of Armenia in 2020, during the COVID-19 pandemic, shortly before another conflict with Azerbaijan. This combination of shocks created what he described as a “polycrisis.” It also reinforced a key leadership lesson: Resilience develops over time through engagement, responsibility, and difficult decisions.

Armenia’s Shift Toward Innovation

Armenia has undergone substantial economic change. Over the past five years, the country recorded average growth of 8.5%, while inflation remained relatively benign at 3.5%, according to Galstyan.

The economy is also evolving structurally. Armenia is moving from agriculture and traditional industries toward technology and innovation. Companies including NVIDIA, Synopsys, EPAM, and Adobe have established research and development centers in the country. Technology and artificial intelligence will play an increasingly important role in this transition. Armenia’s established capabilities in IT and chip design, combined with connections to its diaspora — including networks in Silicon Valley — can support the country’s developing innovation ecosystem.

Financial-Sector Growth Must Be Sustainable

The Central Bank of Armenia has encouraged banks to invest in talent and systems for know-your-customer processes, controls, risk management, and compliance.

This reflects a clear supervisory principle: Growth should not come at the expense of quality. Expanding assets and revenue alone does not create a resilient financial system. Sustainable progress depends on good governance, strong risk culture, and confidence in financial institutions.

The central bank’s role, Galstyan says, is to guide the system toward inclusive, quality-based growth rather than focusing only on headline figures.

Managing Armenia’s Monetary Policy

Geopolitical instability remains a defining risk for Armenia and the wider region. Global conflicts, alongside other sources of uncertainty, affect economic sentiment and financial conditions.

In response, the Central Bank of Armenia changed its monetary policy framework after 2022. Rather than relying primarily on a single baseline forecast, it adopted a “prudent risk management” approach.

The framework uses multiple scenarios to identify potential adverse outcomes and help policymakers steer the economy away from the most damaging risks. This recognizes that, in an uncertain environment, baseline forecasts can quickly lose relevance.

Galstyan highlights that transparency is central to this approach. The central bank publishes board minutes, individual decisions, and explanations from board members on the day policy decisions are made. For markets, this level of communication provides valuable insight into the reasoning behind decisions and strengthens institutional credibility.

Purpose as a Career Proposition

For young professionals, Galstyan sees a compelling reason to consider central banking beyond compensation.

Central banks may not always compete with commercial banks or technology companies on pay. But they offer a direct opportunity to serve citizens by maintaining price stability and protecting trust in the financial system.

When inflation is controlled, households and businesses can plan with greater confidence rather than focusing on the changing price of essential goods. This, Galstyan argued, is central banking’s core contribution to society.

In a period of technological disruption and geopolitical uncertainty, the episode offers a timely reminder: finance is not only about growth, markets, or innovation. At its best, it is also about building stability, trust, and opportunity for the wider economy.

The setting appears to be a modern studio or office with a green wall and white curtains in the background. A glass of water is placed on the table near his hands, and a white chair is partially visible to the side. The overall scene suggests a podcast, interview, or recorded conversation in a clean, contemporary environment.
