28th regime – ever heard of it?

This is what happened in Brussels this week:

On 13 May, the Legal Affairs Committee (JURI) held its first exchange of views on the concept “28th regime”. It’s a proposed new EU legal framework aimed at helping companies grow across borders with fewer legal hurdles and easier access to capital and digital tools. While the idea received broad support, several open questions remain:

  • Should it apply to all companies, or only to innovative firms?
  • How can national rules on corporate governance and worker participation be respected?
  • And: can we make company formation truly digital, seamless, and borderless?

The European Commission stressed its intention to pursue a “pragmatic but ambitious” approach. A public consultation will be launched later this month to gather stakeholder input.

What’s next?

A draft report is expected in June, followed by a first discussion of amendments on 13 October.

If the process stays on track, the European Parliament may vote on the proposal by the end of the year.
